'Goat Rock' monument unveiled along Highlands to Islands Trail

On Election Day, Tuesday, Nov. 8, Hall County unveiled the mythical "Goat Rock" monument, a piece of Hall County folklore that was said to be the gathering place of election losers.

The monument, donated by the Gainesville City School System with landscaping completed by county staff, sits along the Chicopee Section of the trail, near A Avenue.

According to local legends, in the 1960s a man by the name of J.W. "Jake" Tolbert lost an election for Justice of the Peace of Hall County (a position that no longer exists) and claimed that, as an election loser, he would be banished to Goat Rock. Over the years, it became something of a local inside joke for election losers to poke fun at themselves by taking a trip to Goat Rock.

The only problem? Nobody knew where the actual Goat Rock was, if it ever existed.

That changed on Nov. 8, 2022, when Goat Rock found its home in Chicopee. Watch the video below to see its official unveiling.
